The spatial dimension of the war effects in Ukraine: An agenda for country recovery

Abstract

In the pre-war period, Ukraine faced significant development gaps, and a large part of its territory was in unfavourable social and environmental conditions. Despite some reforms, the overall imbalances of the spatial framework remained unchanged, and the processes of European integration were de facto rather slow. At the same time, Russia's geopolitical influence and the geo-economic impact of various global actors remained prominent. The outbreak of the war in 2022 led to large-scale changes in the structure of regional centres, significant social shifts, and further policy transformation at all levels. Communities and territories affected by the war consequences to varying degrees now demonstrate different patterns of development capacity and resilience, as well as its vision, which obviously leads to functional changes. The article aims to analyze the transformation processes caused by the hostilities, to reassess the guidelines for regional development, and to identify the priorities of post-war recovery.

Abstract Ukraine is going through a complex process of transformational changes. It occurs under the Russian aggression in Donbas and Crimea occupation and with simultaneous aggravation in the global geopolitical situation, emergence of the new confrontation lines and conflicts. Due to some complex factors, Ukraine has overcome a significant number of challenges, including the one in the area of spatial development. The today’s consequences include among others significant polarization of regional development as well as urgent problems of specific areas development (remote regions, coastal zones and mountain area). The paper’s objective is to analyze the framework conditions and key features of spatial integration of Ukraine as a basis for Sustainable Spatial Development Strategy implementation.

Abstract Globalization and other 21st century challenges underline the issue of finding effective management decisions and strategies in the field of spatial development, as well as their scientific basis. In Ukraine, there isa number of spatial development challenges associated with the post-Soviet transformation and integration into the world economy. The article considers the possible approaches to the promotion of spatial development policy,preconditions and barriers for its implementation. The internal and external factors of modern socio-economic development and reasons for its polarization are analysed. The trends of urban population changes in differentregions are presented. An approach to the spatial development framework strengthening, vectors of growth poles indication, as well as their selection criteria are presented.
